The presence of proper phosphate in water can prevent the formation of calcium sulfate, because the solubility product of calcium sulfate is very small and insoluble calcium sulfate precipitate is easy to form. Adding proper amount of trisodium phosphate can completely precipitate calcium ions, and the generated calcium phosphate precipitate is a very soft amorphous substance without scale.
